The Health and Safety at Work Act 1974 places a general duty on employers (including school governing bodies and academy trusts) to ensure the safety of employees and anyone else on the premises, including pupils and visitors.
For local authority maintained schools across Cheshire and Greater Manchester, the local authority typically retains responsibility for building compliance. However, in academies and free schools, this responsibility falls squarely on the trust board. Understanding exactly where accountability sits is the critical first step. Common Electrical Risks in Educational Buildings

EICR Requirements and Testing Schedules
An Electrical Installation Condition Report is the cornerstone of electrical compliance in any school. The current recommendation under BS 7671 is that educational establishments should have their fixed wiring inspected and tested at least every five years. However, in our experience, many older school buildings benefit from more frequent inspection, particularly if previous reports have identified deteriorating conditions classified as C3 (improvement recommended).
When an EICR identifies a C1 (danger present) or C2 (potentially dangerous) observation, remedial action must be carried out promptly. A C1 finding requires immediate attention, and we have, on more than one occasion, had to isolate circuits in school buildings mid-term to prevent a serious safety incident. This is disruptive, but it is always preferable to the alternative.
A proactive approach to EICRs means scheduling inspections during school holidays wherever possible. This minimises disruption and gives your contractor the access needed to carry out thorough testing without time pressure.
We recommend that school facilities managers maintain a rolling programme, testing a proportion of the installation each year rather than leaving everything to a single visit every five years. This spreads cost and ensures problems are caught early.
PAT Testing in Schools: Practical Considerations
Schools are among the most equipment-intensive environments we work in. A typical secondary school may have well over a thousand portable appliances, from staff room kettles to 3D printers in the technology department. The IET Code of Practice for In-Service Inspection and Testing of Electrical Equipment provides guidance on testing frequency based on the type of equipment and the environment in which it is used.
For most classroom equipment such as computers and monitors, a formal combined inspection and test every two to four years is appropriate, supplemented by regular user visual checks. However, equipment used in higher-risk environments (science labs, DT workshops, catering kitchens) should be tested annually. Handheld tools and extension leads used by caretaking and maintenance staff warrant annual testing as a minimum.
We advise schools to implement a simple user-check system where staff visually inspect equipment before use, looking for damaged cables, cracked plugs and signs of overheating. Training staff to carry out these basic checks takes less than an hour and significantly reduces risk between formal inspections.
Planned Maintenance: Protecting Budgets and Safety
Reactive electrical repairs are expensive and disruptive, particularly in a school environment where safety and continuity of learning are paramount. A planned preventive maintenance (PPM) programme covers all critical systems, including distribution boards, lighting, emergency lighting, fire alarms and external installations such as car park lighting and security systems.
A well-structured PPM contract typically includes:
- Quarterly thermographic surveys of main switchgear and distribution boards to identify hotspots before they become faults
- Scheduled lamp and luminaire replacements, with LED upgrades reducing both maintenance frequency and energy costs
- Annual inspection and testing of emergency lighting and fire alarm systems
- Priority response for emergency callouts during term time
- A dedicated account manager who understands your site and its history
